The project is implemented by the UNDP through financial aid of Swiss Development Cooperation Agency (SDC) and Austrian Development Cooperation (ADC).

The first phase of the project started in 2012 and finished last year.

The second phase (2018 – 2021) aims at supporting self-government reform and decentralization, development of economy on local level, strengthening citizen involvement, quality service delivery, capacity building of central and local institutions. The project intends to support building capacities of local self-government institutions; this will in turn create favourable conditions for economic activity in a particular region and represents a pre-condition for higher quality of involvement. Initiatives focused on well-fare of population are also important.

In addition to the necessity of improvement of legislative base the parties talked about development of professional skills of servants, mechanisms ensuring quality of training system on national level. The parties also discussed regional and municipal strategies, action plans and projects of sustainable local development.
